Share Your Perspective: 2021-2022 State Data Plan

Did you know that Connecticut has a State Data Plan

On a basic level, the State Data Plan helps ensure that the public has access to a growing number of data collected through the business of the state. You may even use data made available through this plan without realizing it. Or you may be contributing data as part of your work for the state that we can all utilize because of the Plan.  

According to the State Data Plan web page, “the State Data Plan is a framework for the state’s executive branch agencies to engage in a consistent approach to data stewardship, use, and access. It is not just an open data plan, but one that is applicable to all data in the custody and control of executive branch agencies.”

The Connecticut Office of Policy and Management is now seeking feedback on the 2021-2022 State Data Plan. As a data person, you are in a unique position to contribute to the plan. Here’s how:

  1. Attend the public hearing virtually or in person this Thursday, November 19 at 1:00pm. Register here for the hearing.

  2. Submit your comments on the Plan. Go to this page and scroll to the bottom for the form. Please submit all input by December 11, 2020.

At CTData Virtual Conference 2020 last week, attendees had the unique opportunity to share their feedback about the 2021-2022 State Data Plan. The discussion facilitated by Chief Data Officer Scott Gaul centered on the Plan’s three Focal Points: Covid-19 response and recovery, equity in the data lifecycle, and using data to inform decision-making. 

Some of the suggestions from the group included:

  • Including skill building around equity in each of the focus areas of the plan.

  • Collaborating with “system participants,” people who are represented in the data (which are overwhelmingly people of color and people with low-incomes) in all aspects of the plan.

  • Creating commonality in measures and standards to ensure more accuracy across data sets.

The mission of the CT State Data Plan is to connect the people and processes involved with data to promote communication between, and appropriate integration of, formerly siloed data, teams, and systems.
