HDC Data Request process

Data Licenses can only be granted to an appropriate agent from one of the following institutions: an institution of higher education; HDC Data Provider; an organization funding services and programs related to HDC’s Mission or a direct service provider that provides services within the Hartford region. 

All requestors must complete the Data Application (Data License Request) as the first step.

Step-by-Step Process

Your data license request will follow procedures outlined below.

  1. HDC staff review. Request will go through an initial review by HDC staff.

  2. Data Provider and Data Oversight Committee review. The next review will be conducted by data partners whose data are being requested and select Data Oversight Committee members. Based on this review, feedback will be sent to the requestor for items that require clarification or modification.

  3. Data Oversight Committee endorsement. Once reviewed, it will either be approved, sent back for revisions, or rejected. The relevant committee members will approve, require revisions, or reject the request.

  4. Request placed in HDC queue of data license requests. If approved, the request will be filled out based on an HDC priority list.

  5. Execute Data Use License: When approved and placed on the priority list, Data Use License will be sent to the requestor for review and signature.           

  6. Discuss technical details of request. When it is time to begin your data pull, HDC will reach out to you to discuss the details of the request.

  7. Dataset reviewed to ensure de-identification/anonymization. Once the data are prepared, HDC staff will review the output to ensure de-identification. 

  8. Data transferred via secure method. Once approved, data will be transferred to the Data License Requestor (‘you’) using an approved secure transfer method you selected on your application
